I am trying to play rocket league on a secondary computer. My main is being used for other things. but when i tried to hop into a game it game me error 42. after some research this turned out to be a hardware problem that basically you hardware is too slow. So i checked out my computer and apparently my gpu is only running at 150MHz and the memory at 150MHz. So i updated to the latest drivers and updated msi afterburner. and stil even though it set it to runn at 1000MHz core and 1400Mhz memory. and still afterburner and CPUID hardware monitor also reporting 150MHz. only the AMD driver says its 100Mhz core. I used to be able to play rocket league on this machine just fine. Also its windows 7 (because it was in storage when win 10 came out), has an AMD A6-5400K   @4.53GHz, gskill 4x2gb 1866Mhz DDR3, 500gb hard drive, in a corasir 88r. This has never happened before so i'm really confused even lowest settings doesn't help.

Disable all overclocks, and all settings applied at startup. Same was happening to me on my R9 280 when OC wasn't actually stable enough. Just remove all settings and then uninstall all OCing software (Afterburner etc). Another issue can be especially if you have few of them installed at same time.

the clock speed on the 270 out of the box was 1030Mhz on the core and 1500Mhz memory. unless you mean my cpu overclock

Download DDU then and uninstall drivers in safe mode. Then install fresh version with minimal web setup.
