it's like that on EVERY game. i can't play overwatch on a decent 170fps, and absolutely not stream, fps is getting to 90-130.

Are you running the latest bios? Many Ryzen issues are resolved by updating the bios :)

I switched my PC - sold my old i5 PC and bought this one, 100% new all its componants

So fresh Windows install happened?

 

I remember a while back I had simmilar issue, and even cleaning drivers with DDU and other stuff didn't help. Only thing that worked was to reinstall Windows. Still to this day I do not know what was actually wrong.
