Ports not working

I have a computer that, when turned on, all fans work, everything is working except for the ports. Having replaced the motherboard, no difference was made and it's not just the ports on the motherboard, but the GPU also. Please tell me what I have missed and what I need to do in order for this problem to be fixed.

I think what’ll help is if you list out your system parts and OS so we’ll have an easier time knocking out potential causes. Is this a new build?

did they used to work? there was a windows 10 update on feb 13 that caused some systems usb to stop working. kb4074588

 uninstalling that update should make your ports usable again
