USB Controller plug into what?

I wanted a wireless controller for my PC to play Forza Horizon 3 and many games using Nvidia Gamestream, Miracast, Steam Link on my 4k Samsung Smart TV or my android phone. I decided not to becausr that was too expensive.

Now I want a USB controller and a 10 meter eBay USB cable extender but as my PC is in the other room question is

Can I plug the controller in the TV USB port? I like to stream games on my phone using Moonlight (root) and will it be possible to plug the controller in my phone over OTG and play the game? USB mouse works over OTG and I can play gta 5 on it
