rainbow six siege help

So i have a i3 8350k a gtx 1060 6g 8g ddr4 

i wanna play rainbow six siege and it runs so poorly for some reason like if i move my mouse to fast my frames drop to 20 fps and it never stays at 60 with vsync and i don't know how to fix it and when i uninstalled slimcleaner and open al in runs terrible now and i don't know what to do
