im planing a cheap pc  and i have some questons about apu and cpu  all i really whant to do is play casual games most intence game i play is gta v i dont need  4k 60 fps  all i whant is 1080 x what ever  above 20 fps so could i just get a apu  or do i need a graphics card 

if i do need a graphics card what altra buget card whould u recomend

An APU would be capable of 20+fps at 1080x720 or even 1920x1080 in some games.. but honestly it's not worth it, just get a console at that point.

 

You could always wait until the new APU's launch(next few weeks) to see how they perform, then it may be worth getting an APU based gaming system.

You could get away with an APU, as long as it's Zen-based architecture(AM4 socket). Most people(myself included) will recommend getting a good CPU and a good dedicated GPU. I would say the best budget option you could get is on the used market, something in the area of a GTX 950 or 750Ti would be your best option.
