GPU not using 100% and causing fps drops.

In some games it's using like 60%+ and has no fps problems but in some more required games like pubg in MAIN MENU i have 120+ fps with 100% GPU usage but as soon as I get in game I have fps drops and gpu goes down from like 80% to 20% for no reason then goes back up and down during gameplay and i'm not sure if that's the issue for my fps drops but I checked everything else and it seems fine. This only happends in PUBG and h1z1,didn't tested on much games but GTA V,The Division,CSGO,Dying Light,Nier Automata and common games are working fine with no fps drops while on 80%+ gpu usage,on csgo it's about 50-60% but sometimes it freezes a game for 2,3 secs.

If you have recently updated your graphics driver, try reverting to the last functioning version. If you haven't recently updated the driver, check for new drivers. Make sure windows isn't trying to do anything odd in the background at the same time, I get this whenever Windows 10 decides it's time to auto-update.

Tried it,didnt' worked. Tried multiple versions over past 2 months,the older driver seems to be "better" but I still updated to last version. I have windows updates disabled and all unnecessary services,when i'm playing the game nothing else in background is causing any problems that's why i came to this forum :/

I'd say this is normal for an HD 7800 series card given its age. Keep in mind that GPU usage does not directly influence your framerate. You actually don't want your GPU running at 100% usage all the time. Additionally, games like PUBG and H1Z1 are unoptimized piles of garbage, so you can't expect them to run well on older hardware.

Even tho it's half the truth after h1z1 had a patch I had 0 fps problems then they had an update again and I got f**ked by fps dropping. The problem is that in PUBG before the 1.0 release on test server I had 80% gpu usage with NO frame drops,after it got to live servers it started going up and down and my fps drops from like 90-110 to 20,sometimes even freezes for 10+seconds.

What is your CPU and memory usage during gameplay?

It's usualy around 50% which should be like that or atleast in pubg should be like that. In h1z1 it's about 70% but h1z1 is cpu heavy game anyway and memory usage is about 2.7-3gb (PUBG only) but about 4.5-5gb overall.

This seems pretty normal CPU and memory usage. Are your settings low enough to not cause issues with vram?

 

On a side note, if it only happens with H1Z1 and PUBG it's a problem with the game. In this case, I'm not sure how much I can help out here.

Everything on very low but it's kinda strange that when I switched to medium textures I had way more stable fps. It could be the game too but as said before it used way more GPU and was more stable,even if they did something i couldn't expect it to get this f'd up :/ Is there a way to force my gpu a bit? Can't really overclock it much anyway since it's already overclocked version whatsoever

My last suggestion here is to try installing a fresh driver for your card. You can grab a Display Driver Uninstaller from http://www.guru3d.com/files-details/display-driver-uninstaller-download.html and reinstall your graphics driver using the AMD Minimal Setup from http://support.amd.com/en-us/download/desktop?os=Windows 10 - 64.

 

Other than that, it seems you'll have to look to grab a new graphics card. Unfortunately, I cannot recommend any due to the GPU market being an absolute nightmare.

Sorry for late answer. 
I Already did that in safe mode as AMD suggested me so I can get fresh new drivers installed. I even installed brand new windows 10 like less then a month ago but my fps drops are still same. I find it confusing that on every other game my gpu and cpu go over like 40-45°C but in pubg cpu is like 50°C while GPU is 30-35.
