Setting up QoS

Sometimes when a certain guest in my house does heavy-lifting on the net, my PC and phone's speed gets real slow (On everything, starting from Google to LinusTechtips).


For obvious reasons, I can't tell them anything or cut them off from the net. So, I wanted to setup QoS for my phone and PC but I'm not really experienced in this.
If you could just point out the marked parts and how I can configure it, It'd be really helpful:

To understand QOS, you have to understand port routing to a bit.

 

The type of QOS that is offered in your routing is based on firewall ports. Therefore you will need to research a bit about all of the different applications you use. Note, online services such as streaming, gaming, file transfers all use different ports.

 

Once you you have a port, for example port 80 (which is for basic web browsing) then you can assign a priority level to these types of packets originating from a specific IP Address. Be sure to setup static addresses.
