new pc, low performance /low gpu usage

i know there are probably loads of threads like this by now but i've read so many of them by now and none of the offered solutions worked for me.
i got a new pc with a gtx 1070 and a 8600k aiming for 1080p gaming at 60 fps
im having really bad performance, after downloading msi afterburner i saw that my gpu usage was very low
things i tried:
1. uninstalling and reinstalling gpu drivers
2. updating bios
3. performance settings in nvidia control panel and in windows 10
4. a clean reinstall of windows
5. the obvious stuff like disabling v-sync and making sure my monitor is connected to the gpu

my tempertures are fine and my cpu is not overclocked but its showing usage of about 4200 MHz across all 6 cores

my ram however is showing usage of 8gb max(i have 16), a quick check in task manager showed that the rest is chached during games i think its because of the low gpu usage no more ram is needed  or it could be the other way around ...

you sure? everyone i talked to so far said to set it at max performance. i'll try it ayway, thanks

didnt change anything

i still average 28 fps and 40 % usage  in total war's in game benchmark

i also forgot mentioning that ive ran unigine superposition and ive got 100% usage in it which kinda negates any hardware failure

maybe . my ram usage never goes above 8gb in bf1 (i have 16) task manager says the rest is cached and is on standby could this be it?
