Image Retention Problem

So I was on serious budget. Decided to get highest rated cheap 1080p monitor and this was it (probably a mistake). It worked fine until one day i noticed this wavy thing happening. Then even more recently, a ghosting effect starting happening with white words against black background. It would stretch the white out like a ghosting effect (see picture). Those streaks next to the letter 'o' shouldn't be there. It isn't blurring from the camera. There is a self fix thing in the monitor setting but it only made it worse. halp mi
