I think the Ryzen is the better build overall. The i3 is a lot faster in single core, but it also has 2 less cores and no HyperThreading so meeeeh.

A Ryzen 1600 or above performs better, including in gaming, when overclocked especially, than a Coffee Lake i3, and would also game with less stuttering and less CPU load. If you're near a Microcenter or a Staples, you can pick up a Ryzen 5 1600 plus a motherboard for a total of just over $200. Plus it comes with a free, decent cooler. That's about $110 cheaper than the Coffee Lake build that you link to.

That $100 can go towards a better GPU, for example a 1060 6 Gb card, which would mean that overall your system would be stronger than something based on an i3 8350K with a 1050ti. Plus, you would be able to upgrade CPU's on the same motherboard for the next two years or more, which can't be done with Coffee Lake. I would also suggest a larger SDD, 240Gb minimum, which you can get for around $70, if you want to put the OS and a few games on there as well. If you add a better case, something like a Phanteks p400 tg or similar, you'd still be at less than $700.
