The next time this happens, open Task Manager find launcher.exe and right-click and click the Go to details. In details the launcer.exe should be highlighted. Then right-click it and hit Open file location. Windows will then open a Explorer windows with the file that was executed. This should shed some light on what launcher.exe is.
