Its very possible its broken, but i have 0 experience with touchscreens. And how the heck did you get that deal?

 Gaming PC: i5 3570, 16GB 1600MHz, GTX 780 3GB, Transcend 128GB, WD 500GB, Seagate 500GB, Thermaltake 600W Smart, S340 w/ RGB, Windows 10 Pro

 Server: Xeon E5 2650, 12GB 1600MHz ECC, 8400GS, WD 2TB + 1TB + 1TB, EVGA 500B 500W, Windows 10 Pro

 Laptop: Macbook Pro Retina 2013, i7 4558U, 8GB 1600MHz, Intel Iris Pro 1.5GB, Apple 256GB NVME, Mojave

Check drivers, make sure they're up to date.  Make sure touch is enabled in settings / control panel. 

 

If both of those check out, then it could be a cabling issue or a damaged component.

Contact the seller and ask if he had this problem before selling it to you. If he didn't mention its malfunction, you could try to pry it and get a refund from craigslist, although I doubt you'll get anything.

Is it disabled? There is generally a FN key to activate or deactivate. Also, go into Device Manager and make sure the drivers aren't disabled.

The touchscreen isnt first priority. He did say that he disabled it but when he reinstalled windows onto a 250 gig ssd, it dont work

Then I don't think its a hardware issue. Try drivers, that'll probably fix it.

The drivers are there and windows sees it as a touchscreen. And since the install of windows was russian, i reinstalled it suspecting it was a crack copy and that didnt fix it. Also drivers were fun casue the screen kept goin black on me but i managed to get the kinks out of that. It runs csgo at 100 fps at 1080p low. I think its a hardware issue cause the keyboard isnt working and its scratched up pretty badly. I still bought it because of the powerful hardware.

Well I mean you got it for 50 bucks so you can get a new keyboard and mouse and 24" touchscreen monitor. Have the laptop flipped over for better airflow and use it as a normal case. Maybe even buy a USB dock and mount it to your table for OPTIMAL PERFORMANCE
