GPU Usage

Hi, I recently made a platform upgrade from a 6850k with a gtx 1080 to a 7820x with a gtx 1080ti. I have my 7820x running at 4.8ghz stable and my 1080ti at 2050mhz. I all the games I play the GPU usage is around 95-100%, but when I open gta 5 the usage is around 20-30%. One half Fix I found was Turing up framing scaling mode to 5/2 and now my usage is around  75-90% 

Does anyone know why this is happening and maybe know a fix?

if i had to guess.  poor multicore optimization.

 

I see the same thing in WoW with my 6700K and 1070.  one of the 8 threads on my 6700K is pegged, GPU sitting at 50%.  turning up the scaling to 4K from 1080P pegs the GPU as well, but with no framerate increase.

 

The definition of a CPU bottleneck.

RAM: 8GB Corsair Vengeance LPX DDR4

GPU: Nvidia GT 710

HDD: 1X 10TB Seagate ironwolf NAS Drive.  4X 3TB WD Red NAS Drive.

SSD: Adata 128GB

Case: NZXT Source 210 (white)

PSU: EVGA 650 G2 80Plus Gold
