Charger compatibility

Hello everyone,

I have a Oneplus 3 and a Xiaomi Notebook Air (refreshed, with the 7th gen i5).

I was wondering about the devices' chargers intercompatibility and what power bank to buy: the Oneplus charger has an output of 5V 4A, the Xiaomi has 5V 2A, 12V 2A, 9V 2A, 15V 3A, 20V 3.25A.

So, can I charge one with the other's charger and vice versa? I've read stuff about USB C power delivery standards, but I didn't understand much about them, so... How exactly does it work?
Also, I've found this  AUKEY 26500mAh power bank with USB C (5V 3A, 9V 2A, 12V 2A, 14,5V 2A) but even though some outputs are the same as the Xiaomi charger I'm not sure it will be capable of charging it (I've read stuff about the XPS laptops needing 45W output to be charged).
So... ELI5 how charging and USB C power delivery work?
