Having an issue while playing the Division.  I have an i5 8600k, gtx 1080, and running it at 1080p (I know, I didn't want bigger than 24").  At times the frames will dip to 110 or so and I'll hit 100% cpu usage and start losing mouse control.  Is this typical? Would the i7 8700k have been a better choice? I have the option to return my i5 if so.

The i5 8600k shouldn't be a bottleneck to your GTX 1080. I have it with the 1080ti and have not had that problem in similarly demanding games at 1080p or 1440p. Are you overclocked? How much RAM do you have and at what speed? If you have a build list, drop it here! :)

Small OC to 4.6.  Consistently hitting 100% cpu at times.  I run 2 monitors, main being a 240Hz.  Not much but browsing on second monitor.

Is The Division on an HDD or SSD? What are your full specs? Anything running in the background that doesn't add up in Task Manager?

You have a similar system to what I have! With the 240hz monitor, your CPU will be calling frames to the GPU more often. This means that the CPU will be working harder for longer. I too will hit 100% usage at times (4.5ghz overclock), but that doesn't NECESSARILY mean its bottlenecking the system (as my 1080ti is also hitting 100% usage). 

 

Does this happen with other games or just The Division?

I had some issues with Desinty 2 as well so I capped the frames to 144, which sucks, but kept me at 80% or so at peak.  So would an i7 help with the CPU usage? Or not worth it and just figure out how to cap the fps in division?

The i5 8600k and i7 8700k perform exactly the same in gaming. 8700k just has more threads which means nothing in terms of FPS or gaming.

I know the i7 and i5 benchmark very similar, but I have a limited understanding and I'm not concerned abotu the fps diff.  I dont know if that would be at similar usage rates as well.

The usage rates will likely be a little different, but not enough to that type of frame-drop. There are more threads to "tackle" the work-load at hand, but games are either not using all of the available threads, the threads aren't as effective as a full processor core, etc that will even out the differences (if that makes sense)...

 

 

I'd stick with that CPU. Try a clean install of your GPU drivers and maybe a reinstall of The Division. See if anything else is running that could be beating up on your CPU

You'll see lower usage due to more cores being used less and thus bringing down the average (which is what CPU usage measures), but more Hz is unlikely to be significant.
