So I've got the Sapphire Nitro X R9 390 and it stops working on the desktop. I boot my pc and about 20-30 seconds into the computer it just crashes. I've tried switching PCI-E lanes and had no luck. without drivers the card goes on endlessly but as soon as they're installed it's screwed. I've tried a different card and it works fine (GTX 770)

What condition is the R9 390 in? I remember those ran incredibly hot, it may be that you need to blow out the dust and replace the thermal compound.

Interesting. It might be another problem with the Radeon drivers, maybe look for the second-newest ones and see if those work.

I asked these questions because I think either graphics card must be replaced or perhaps even graphics card and power supply. In theory if you are getting pleanty of air flow through your case (you have enough properly placed fans for cool air intake into your case) and all the fans are running properly including any cooling fans on gpu or other components and the filters and inside are kept clean that power supply should be fine. However, electronic parts do wear out over time especially when they tend to create and keep lots of heat applied to the components. Power supplies from all brands and ratings can fail even shortly after being installed being new from the factory. 

Most likely your gpu has failed and will need to be replaced.
