Anti Surge Problem

Please help Asus motherboard H110M-D-D3 anti-surge was triggered to protect system from unstable power supply problem.

Until now I was not able to solve this issues. I'd already tried reset CMOS, replaced PSU, RAM but it doesn't works.

But when I tried pull-out CMOS IC, it does not off and also when I tried pull-out also the RAM and it does not turn off also...
