GTA V fps lock

Well I got a 1050 ti 4gb, i5 7600k and 8gbs of ddr4 ram. For some reason gta v caps at 60 fps with vsync turned off ingame and in the invidia control panel. Whatever thats not a big problem because its butter smooth at 60fps, but after a while it drops down to 45 fps and caps there and this js bot playable with a 60hz monitor. All the while at 60 fps gpu is around 80% usage and the cpu around 60%. Settings are mixture of normal, high and very high. At one point I got the cap off and was hovering around 80fps but it came backand it wants to stay. Any help would be appreciated.
