CPU @ 70-100% constantly

Lately I've been having trouble editing in Vegas. Whenever I click around the timeline, it takes ages for the timeline to react and move my cursor. Resizing clips and all that takes forever. I noticed that my CPU is pretty much at 100% when just sitting still on Vegas, not doing anything. 

 

Same problem happens when I open the Task Manager. the Task Manager process itself goes up to 70% CPU and it goes into the state of Not Responding. PC is sluggish on other places too, but games seem to run okay. Never had this problem before. Any clue?

 

Can't find any malware.

 

Windows 10 64-bit (SSD)

Xeon 1230v3

Asrock H87 Pro4

32Gb RAM

could be a corrupt filesystem...

In Task Manager you should find the apps using the CPU so much. Hope you arent affected by the browser-mining thing.

It's literally Task Manager itself eating up CPU. Or anything else CPU intensive like Vegas, although it just uses 100% of CPU just sitting open.

So....format C:\? sfc scannow finds nothing.

CPU temps? Check with HWinfo

Cores are running at around 50c when CPU is at 70-100%. Idle 38c. Gaming 55c.

How about the RAM and storage? You can check RAM with memtest or use only a single stick and test with each socket. For storage, use crystaldiskinfo to check their status

memtest actually ran 2 days ago without hiccups, and crystaldiskinfo has been installed for a few years, shows nothing new.

Is my CPU voltage normal? During idle VID is around 0.7 V and gaming 1.05V?

VID doesnt mean much. Vcore is what matters

Isn't running out of RAM.

 

I can't seem to find the Vcore value in HWinfo. Checked again, the Sensors listing doesn't have it.
