I have 2 brand new seagate barracudas 2.5" 2TB that get 120+ MB/s individually but after I put them in a windows 10 raid 0 array, they have become slower. 

The reason I don't hardware raid is because it forces a 20 second splash screen on boot, and software raid performance is just a good (normally)

The system is not bottle necking it, im using an i7 8700k.

I also noticed in take manager, because both the drives in the raid show up there, the drive usage on both drives seems to fluctuate extremely when in use.

 

Im thinking either

 - Dead drive

 - bad sata cable
