Fans not spinning - Gigabyte SIV Smart Fan 5

I control my fans using Gigabyte System Information Viewer (SIV) Smart Fan 5 Advanced. I have them set to spin at 20% default when the system isn't under load or at low temps. Only one is spinning. This issue usually happens on resume from sleep or sometimes randomly on startup. Other times, it works fine. I think that all of Gigabyte's software is crap, anything else that is free which works based on various temp sensors on the mobo?

maybe the power going to them is too low, try putting the spin to 25 or 30 percent.
