Low Frame Rate Issues

I have been having low FPS in just about every game i play.  Was NOT having this problem over the summer!!!!  It doesn't seem to matter if im streaming or not,,  Still seem to be getting 60 fps or lower in every game.   I have tried uninstalling every game and re installing..  ive tried rolling back drivers and re updating... nothing seems to be working.   My system is I7-6700k , GTX 1080, 32 gb of ram...   If anyone could help me out or pint me in the right direction tht would be much appreciated!!

What temperatures do you have?

Computer engineering grad student, cybersecurity researcher, and hobbyist embedded systems developer

 

Daily Driver:

CPU: Ryzen 7 4800H | GPU: RTX 2060 | RAM: 16GB DDR4 3200MHz C16

 

Gaming PC:

CPU: Ryzen 5 5600X | GPU: EVGA RTX 2080Ti | RAM: 32GB DDR4 3200MHz C16

cpu while just gaming is around 35c

cpu while gaming and streaming 40-45c

 

gpu never higher than 65c

i do indeed have a 60hz monitor but i have vsync off in all games...  nvidia tech support suggested disabling vsync from the global seeting in control panel...  nothing changed...  spent over an hour with nvidia tech support and was unable to resolve anything

What games and settings ae you using?
Can you run a couple different benchmarks and post results, Rise of the Tomb Raider for example?

need best cpu cooling? add 2 stroke oil (but no, really don't)
