Yeah. Buy a capture card. If you want to live stream you'll need a good USB 3.0, USB C, or PCIe card for fast speed at usually 1080p/60fps HDMI 2.0. Honestly most USB 3.0 can handle that so I wouldn't waste the PCIe lanes. I have an Elgato HD which is just a USB 2 device. It's not really great for livestreams as it would be about 30 or more seconds behind, but it records just fine. It's rather cheap, but I'd go for the Elgato HD60 which is USB 3 and they have a type C one as well. Those are like 129.99 or something and will allow for llvestreaming if you want and recording (assuming your PC is up to snuff). But livestreaming from your console to your PC should be less tasking on your PC than livestreaming a PC game since your console is processing the power and the capture card and CPU would be handling video encoding and streaming.

you can use your PC, but you will need a capture card, either internal or USB, something that might also work is running the PS4 through the passthough on the xbox one and using the built in game recording with the xbox?

This works but Xbox has a weird game recording thing where it only records for up to 30 min at a time or something, however, the Xbox can stream and then you have the videos on Mixer (which is their annoyingly new Streaming platform and they took Twitch and YouTube streaming away. Might still be able to via Mixer but it just seems pointless.
