high FB usage isn't an issue: 

and you gpu usage jumping around could be due to some program on your computer using the gpu for small calculations which only last a fraction of a second

Could you first update to the latest drivers to see if that fixes the usage spikes? I am currently on ReLive 17.11 and not seeing this issue.

I'm on a fresh install of windows...my old computer never had such an issue (AMD HD 7770)

Isnt ReLive just a program and not part of the driver...I thought it was a screen capture like program

It's the driver's official name afaik AND also the name of the built in screen capture program, I know it's confusing. You can update the driver from within Radeon Settingsimage.png.9ae97e3a6ffd377f6cf5be5446544daa.png

I dont have that "Updates" option at the bottom of my AMD settings
