Go for 8th gen cpus or ryzen 5 1600. Also for the 7600k you dont need a watercooler, Cryorig h7 is fine.

7600k is a terrible processor, only 4c/4t and a little inferno.  Also the 7600k doesn't come with a stock cooler

But a Z370 board would be a good buy as well if ever you upgrade the processor to something like a 8700K later on down the line.

I'm finding it around 200 CAD, too expensive for me at the moment.

Stock cooler is already enough to keep the locked 8400 cool while staying quiet. You can undervolt the CPU to further lower the temps if you wish. Also using slower memory to spend more on the graphics card will give better performance overall.
