System: i7 4790K, Hyper 212 EVO, 16 GB Crucial Ballistix, GTX 1070 Super clocked, MSI Z97S SLI Krait Edition, Corsair RM 750, Corsair 750D (with 2 additional 140mm NZXT fans up top for exhaust.)

Shutter speed, frame rate, deflicker setting and electricity frequency of the country you live in?

US. Set to 59.95 or 59.99hrz. only other option is 50 hrz.

There's a Facebook group for Canon EOS C series users where you can ask and you might get a better response.  I've rarely had this issue and it happens mostly to me on two rare occasions:

1. Low quality lights

2. Shooting in high frame rates (and the flicker is not easy to avoid)

 

I've fixed these using various methods:

1. Obviously, get better quality lights or light bulbs/tubes/panels.

2. Change shutter angle/speed until flicker disappears (sometimes I don't follow the 180 degree shutter rule exactly).

3. I change the Flicker Reduction to specifically 60hz or 50hz depending on the region where I am filming, I try not to rely on any auto modes even if it exists in the camera. In some cameras the flicker reduction frequencies are set by choosing NTSC or PAL region modes.  In other cameras the flicker reduction menu item is separate from Region NTSC/PAL menu item which for example lets me shoot film 24p in a 50hz region and I'm not stuck with only 25p or 50p just because the only way to choose the flicker reduction frequency is via the NTSC/PAL mode menu item.  Sometimes if the camera has Auto mode for this it can work well and sometimes it can fail.
