I am building a pc very soon for 3d work in blender and my brother will be playing games on it. Can someone check my pc build so that I am not messing something up? Also, is there anything I should change to lower the price? I am on a really tight budget here.

I would like the same case and over lock ability because blender is highly dependent on both cpu and gpu

Your case choice doesn't have very good airflow going to be hard on cpu and gpu. here my version of your part list  

3d work makes lots of heat so cooling is the most important thing to worry about

I can’t Iive with 8gigs ram. Blender will not have enough to texture a scene in that,

Looks pretty solid, just a few things.

 

I'm not sure why you're getting two totally different memory kits, especially considering how picky and stubborn Ryzen can be with memory. If you're getting more than one kit, make sure they are identical or at least very close. Although it's not a massive deal, It'll save you a lot of potential trouble. Note: You'll want at least 16GB for Blender.

 

The power supply you chose isn't very good. I'm not sure what the best cheaper power supplies are nowadays, so I'll leave it to somebody else to let you know about that or you can check out the PSU tier list posted in the PSU section of the forums.

 

First I've seen the case, but it doesn't look all that appealing in performance and functionality. I'm not a big fan of the appearance either, but that's on you (from my experience, the flashy "gamer look" gets old after a while).

 

Everything else looks good.
