I was given a old motherboard, a Pentium 4, and a hard drive. I tried to boot of of the hard drive and it tried very hard to boot but after a few errors about writing to the hard drive it gave me a error that said that it could not load the file "system 32" and my question is, is the hardware the problem or the software?

Depends, but most likely software/OS related issue. Try reinstalling windows to check. Once windows is reinstalled, install CrystalDiskInfo to check the drive's status. 

 

Edit: Install the native windows OS it came with and disregard the CrystalDiskInfo part. Most likely not supported with ME or 98'
