Currently going from 3 GPUs -> 7 GPUs. They are all the same 1070 (EVGA ACX 3.0 Black Edition). I have 3 GPUs working fine with risers and my monitor connected to one of the GPUs. I shut the computer down and added another GPU with a riser. I then try to power back on and it shows a blinking underscore ("_"). Then it just goes to a black screen (monitor is still getting a signal). I thought that the issue might be PSU related but I have 2 Corsair CSM 750W PSUs connected with this: https://www.amazon.com/gp/product/B0734Z24BJ/ref=oh_aui_detailpage_o00_s02?ie=UTF8&psc=1. The connection "guide" was a bit sketchy so I'm not sure if I did it right. I plugged one 24 pin into the mobo and the other into the adapter. I then connected a molex from the PSU connected to the mobo to the adapter. Then I connected the cards to power normally. Is this the correct way to use the adapter?

Using the Asus - PRIME Z270-P ATX LGA1151 Motherboard (full part list here: https://pcpartpicker.com/list/8jXXKZ). I have PCIE set to auto. I tried it when set to gen1 and still had the same problem. I'm not sure about +4g decoding though, I couldn't find it in the bios. What category should I look under?

 

Is it "above 4g decoding"? If so, I already have that disabled. I also tried with both DMI config PCIE set to gen1 and PEG config PCIE set to gen1 with no luck.

PCIE has to be set to Gen1 or Gen 2 (set it to gen2)

Above 4g decoding has to be ENABLED

try it with those settings, otherwise swap the card to a different riser, or swap risers if you can, sometimes motherboards can get pretty picky when going above 3 cards and may take some messing with.
