I would recommend getting a core I7 7700k or 8700k. Also hitting 250 frames in a newer title for example is very hard, i'm pretty sure 2 titans could even hit 250 frames in a newer title. So upgrade to a 1070ti if you can.

if you're willing to wait till Q1 2018, i3 8100+H310 mobo or see what ryzen+/2 has to offer. otherwise ryzen 1200.

so what would you do if this was your build?

upgrade both cpu and gpu if in budget, or get the best gpu now and plan for a cpu upgrade in the future if you don't have enough.

as in best that you can afford. for $170, get a 1050ti new or a used gtx 970.

what's your current budget?

He has $170.

OP- IMO your best option would be to try and find a used card, options are pretty limited with a new one.

what about a 950 dual fan for 60$ from my friend? would that be a good decision?

The benefit of going used is possibly finding a card better than the 1050 ti for your price range. Maybe along the lines of a 970 if you get lucky. Or even a decent 1060 maybe.

If you can't find something better than a 1050 ti used, I would go with the 1050 ti.
