Is destiny 2 cross-platform right now. Is it planed or?

Technical limitations and there are subtle differences between PC and console that would further the gap between PC and console giving PC huge advantages.

Cross platform difficulties rely on Sony and Microsoft.

Mostly Sony though. They refuse to play nice with competing consoles, which is the reason why Minecraft, Rocket League, Tekken 7, and Fortnite are not cross platform despite Microsoft showing an interest and developers saying it would be easy to facilitate. In fact, it's so easy to facilitate that Fortnite's cross platform was accidentally enabled.
