If you can get $40 more dollars you can get a 1070ti which is a lot better than a 1070 and very close to a 1080.

If not you can get a 1070 or a used 980ti.

I would save up and get the 1070TI I don't think there will be a new generation of graphics card till late spring/summer at the earliest Nvidia CEO said "for the holiday season, and the foreseeable future, I think Pascal is just unbeatable" which probably means Volta is not coming too soon

To be honest a used 1080 is a better bet than a 1070ti as you usually can get an aftermarket card for the same price.

R7 2700x (4.3ghz), Gtx Titan Xp Galactic Empire (Watercooled), 2x8 Gskill Trident 3200mhz, Asus Crosshair VII Hero Wifi, Corsair 900D, SAMSUNG 960 PRO M.2 256gb, Samsung 850 evo 500gb, 4x3tb 7200rpm Segate Barracudas in Raid 10 EKWB Custom Loop, Corsair AX1500i Power supply

It all depends on his area. If he can get a 1080 for that price than he should but it might be hard.

@Bworde15 It wouldn't be too hard when I had my 1080s I got them for 400 a piece that was right when the 1080ti came out so I know that isn't fair. However, you can buy a gigabyte 1080 windforce (3 fan) for 490 free shipping on Ebay. Usually buying locally you can easilly get 50-100 off what the going rate on Ebay is.
