Some high end laptopa do use desktop cpus

There are differences (At least in the packaging, if not more.), and laptop CPUs tend to be BGA (Or equivalent) so they are soldered on. Some laptops may have a desktop socket but they are very few. So to answer your question, no you can not use a laptop CPU in your desktop.

Maybe if the clock speeds and core/thread count are the same, and the laptop is properly cooled. (As long as we are discussing the ones on the same uArch, as they do have some laptop/tablet specific architecture, but I don't know how different they are to say Skylake/Kabylake) Also keep in mind that some features/accelerators may not be on both platforms.
