Login/Lock Screen

I'm trying to correct this issue I've been having.. 

 

I guess I don't understand Windows 10's lock screen. When I set a picture as the lock screen, it will show when I'm logging in for the first time and when it's locked.. but when I choose to use the Windows Spotlight it will only show when I "lock" my computer, and show an image I set previously when I first login (after a reboot). Is this the way it's supposed to work?

 

Right now I'm stuck with an image on the login page, that I previously set, I cannot get rid of it. I have turned off Spotlight for the lock screen, restarted, turned it back on, tried some tweaks online clearing out folders and such (https://www.windowscentral.com/how-fix-windows-spotlight-stuck-same-image-windows-10) but no use...

 

Am I doing something wrong or just not understanding how it's supposed to work...>?

under lock screen there is on the bottom a slider  which toggles using the same background for logon and lock screen.

 

Try that one out... I would send a screenshot but that would be in german :)
