okay, so my laptop (specs in signature) is doing something really strange and annoying. 

 

if it is unplugged, it throttles down all the way to 0.38 ghz, and stays there. if i plug it in, clock up to 3.08 ghz, and stays there. 

 

how do i solve this? i can't use my laptop unplugged now.

Check your power management settings. If you switch to the high performance power profile and everything acts normally, the issue is likely something that can be addressed by tweaking some of the advanced power settings.

i already checked everything. max cpu state is at 100%, cooling policy active. 

 

i also tried setting every setting on the power slider in the taskbar, when i click on the battery icon.

What does your battery's state of charge read when the laptop is unplugged? I've seen some devices immediately read 5% or less regardless of how long they had been charging and they did very odd things because of it.

it reads 99%. 

 

it says 3 hours and 35 minutes remaining. on full brightness with the keyboard light on... so that's pretty normal. 

also, this laptop is 2.5 months old...

update: if i boot the system on battery, it stays at 3.08 ghz, and then after 2 minutes acts normally.
