Hello, i would like to start off by saying that this has been an issue since a year or two ago. Whenever I boot my pc for the first time, my peripherals (keyboard, mouse) wont get detected. What I found as a fix, is that if I turn on my pc and turn it off thru the powersupply switch, and quickly turn it back on. My peripherals will get detected.

So basically I turn it on for the first time, and while it boots(I usually wait a second or two)  I turn it off using the power supply switch(When I do this, I wait until the pc internal lights go off) and then turn it back on. 

So the issue now, is that even this my pc still doesn't recognize them. The peripherals all work, ive used a laptop to check. 

One thing I would like to mention is that this issue is only with my controller, keyboard and mouse. It does not happen with my microphone or usb to headphone Jack adapter. 

I've also tried checking if the usb ports are dead, and they are not. 

CPU - i7-4790k

GPU - MSI 980 Ti 

Mobo - MSI Z97 Gaming 5

Memory - 32 GB DDR3

Storage - 3.4 TB

I see that you are running Win10, just curious, do you have all the updates for Win10?  When was the last time that you did a refresh of Windows?  About once every six months or so, I do a refresh of my OS just to clean things up a bit and it seems to help I suppose because I haven't had any problems like you describe.

A day or two ago I decided to reset it. But I've reset it 2 or 3 times since I've had this issue
