I do have a concept for a case.  Small form factor ITX with lots of air circulation.

Top, front, back and bottom panels will consist of a frame which mounts 2 140mm fans.

The side panels will be as tall as they need to be since height does not add to overall footprint.

 

Front Panel - 2 140mm fans

Top Panel - 1 280mm water-cooling radiator

Back Panel - 1 140mm fan on top, IO panels on the bottom half

Bottom Panel - Power supply + 2 short rubber feet (far side) and 140 mm fan (nearside) + 2 longer rubber feet.

Left Panel - Full-sized empered glass window (with room for light strips on top and bottom)

Right Panel - Aluminum panel with some small shelving for cable management.  Power button, 2 USB-C ports and a headphone jack.

 

Panels should have dust filters.

 

How to accommodate the space?  Fully modular SFX power supply, no doubt.  Mini video card.  M2 SSD.  Zero hard drives.

 

How to attach the panels together?  Maybe very strong magnets.  If that's not safe.  Then latches that allow them to snap to the central frame (or finger-friendly screws).

 

How to hold the internal parts together?  I would need to design a proportionate steel frame to hold the motherboard, PSU, etc.

I'm confused. If you make the sides tall, unless you want to utilise a few more dimensions, the front and back will also have to be tall, and will as a result be larger than 280mm, unless you mean that you want it to hold at least 280mm, and can be larger. Then again I could just be really tired and not focusing. Perhaps a sketch or 3d model might help (sketchup, etc.)?
