bottlenecks only occur when one part has reached it's maximum speed and is holding other parts back. 

without knowing how your work load is distributed there's really no way to determine a bottleneck. but chances are you're just gaming so there shouldn't really be any bottlenecks in that machine.

The fans aren't going to play a part in terms of your overclocking ability. It depends on a number of factors, primarily the cooling and the silicon lottery.
