what are your settings in game?

 

with that rig they should all be on the lowest including population and car density

I don't think that's necessary... I played with a couple things up, including max textures on a 660 which isn't so different.

Solve your own audio issues  |  First Steps with RPi 3  |  Humidity & Condensation  |  Sleep & Hibernation  |  Overclocking RAM  |  Making Backups  |  Displays  |  4K / 8K / 16K / etc.  |  Do I need 80+ Platinum?

very necessary, had the same setup but a better CPU and i got 30 FPS on all low settings

 

population made me lag when people loaded in

I think it would.  1080p 60 fps locked should be no problem, assuming the right settings, and by right I mean mostly pretty low but definitely not minimum.
