Can you do it from the login screen (before you log in)?
F8 still works, but only if it's not using fastboot. If you shut down normally, fastboot will be enabled on next boot.
So, to temp disable fastboot, and allow F8 to work, just restart from Windows, or force shut down using your PC's power button. F8 will then be functional on next boot.
Alternatively (and perhaps more reliably), you can go to your BIOS boot menu, and choose Windows Boot Manager. That will launch directly to the F8 menu.
Note that these two methods only apply if you have a properly-set-up UEFI-based system. If you don't, F8 should work as it did in Win7.
