Robotic audio , Fps drops in and out of games

Hey guys , thanks very much for bothering to read this.

i hope this great comunity will finally find the solution to my problem , i have looked on every website for any information that could fix my issue  and it did not ;'(

So this is what happens.

from time to time , when i play heroes of the storm or just watch videos or streams online , my Audio starts to go transformer like. stuttering , robotic voices... kinda hard to describe.
when i'm in game , i also get FPS drops (with the robotic audio) , about 20 or so out of 80 ish. its still playable and thats a big word but its really annoying i have to mute the sound otherwise i cannot focus.

In order for this to be gone , a hard shutdown (shut down , not restart , or holding the power button for 10 seconds) usually fixes it.
it can happen for 10 mins after the shutdown 1 hour or even more ....
Or it can just disapear.

i'll post a link of my pc specs

Screenshots Uploaded to Imgur

i have been looking for a fix on various websites some of them suggested:

1 Update all drivers , DONE

2 Unpark Cores DONE
3 Get Rid of dust inside the PC ( hardly anything was there)
4 Run Check disk (it did not fail)
5 Check for anomalies via MSI afterburner (nothing was out of the ordinary) although i've been told that 83 degrees while running HOTS is quite high
6 Run CPU and GPU stress tests (none of them failed either)

7 Set windows display to a minimum in order to lower CPU comsuption (Website tips)

8 Check if PSu was failing , it doesnt seem so

i'm running out of options

i really hope you guys can help me find a solution.

I look foward to reading your awnsers

alex

PS sorry for any bad grammar or spelling , english is not my first language

If you have a sound card that could be the problem but it still doesn't explain the fps drop.

Then I really don't know. If you have an extra motherboard maybe you could try swapping them and see if it's the motherboards audio.

Maybe you could try getting a completely new drive swap it with your old one and install windows and see if your windows install was the problem.
