IO shield Help,

no its not. I updated my original statement. You need to bend that tab back. With the ports not lined up properly, something isnt installed properly. 

I just build a new pc, first time builder, I've watched tons of videos about building them, most of them just said put the IO shield, and after I have built it. I heard from somewhere that you need to do something with the tab looking things on the IO shield. From looking at the pictures does my IO shield look like its put properly, the IO shield pops out a bit in the middle. Do i have to rebuild my pc, please help.

IO shield gets installed BEFORE the motherboard gets installed... and the shield is not installed properly. The tab is blocking part of your ethernet port, your USE 3.1 Type A and Type c ports are not aligned properly. The 2 USB 3 ports next to the ethernet ports are not aligned properly.. you need to pull the board out and install it properly.

Okay so basically, I have to take out the motherboard bend the tabs and put it back in right?

Yea. Also make sure its snapped into place all around.
