Smartphone Storage Issue

So I have this Indian-Brand Smartphone which has very good specs for the price, one of them being the wide 32GB Storage. Now, my issue is that the storage shows to be only 24 gigs in the system, plus with the operative system installed I have left less than 14GB. This is frustrating since out of 32GB I am only able to use 14, it's just not enough for me. The phone uses a custom ROM but last time I tried to inject a stock room I ended up killing the device and had to send it back and get a new one. Is there any other way to fix this issue? I don't think it's normal for it to have so little storage. I did format it a few times since I own it and results were always the same. No stock apps are taking away big amounts of storage too. I also used apps such as clean master to clean up storage junk which didn't help at all. The smartphone is this:
