So, my full specs are in my description, but long story short, my PC artifacts occasionally when I play games such as CS:GO, and it occasionally locks up and I have to shut it down to recover it. The only thing I can think would be the issue is my PSU, but besides that, I have no idea what the issue is. Ideas? Thanks!

Artifacts usually point to a faulty-to-be GPU. Dealing with this problem is experimental and highly NOT recommended. HD5870 is a relatively cheap card, so if you're willing to risk to break it down completely - say so and I can give you an advice on how to do it. Chances are - it might stop the artifacts, OR - you might have to buy a new GPU entirely. 

 

For now - try to re-seat the GPU in the PCI-E slot - clear out any dust with a soft brush while you're at it and see if that changes anything.

The reason I don't think it's the GPU and it's a power delivery issue is that I had the most artifacting with a 7950 which consumed the most power, less with my 5870 which used less, and none with an 8490 which used, like, zero power.
