A stupidly basic question(wrong section, I'm slow today)

     I was reinstalling Windows 7 ultimate on my new fancy samsung 250gb evo I got on black friday.  All went normal, but when I went to install chrome I got the message "Installer failed to start".  I look it up and google has the solution of going into the registry and deleting the update folder.  I did this, but still got the same error message, then I tried to install chrome through IE (was using firefox) and got this message

(see attached file).  Did I somehow delete some part of a windows installer?  I know this seems like a really basic question, so thanks for the time.
