When I start a new game and go to setting, will there be an option to use DX11, DX12, or Vulkan or I will have to go to a specific software to do it?

In some games such as GTA 5 and DOOM yeah

It 100% depends on the game. Each one is different. Some allow you to choose the API in-game, whereas others use a pre-game launcher.
