CSGO Stutters

NBA 2k18 runs smoothly on my pc on low-medium settings, but when it comes to CSGO which is set on low settings, it stutters (fps dropping to 80-100). Before I can run CSGO around 200-300fps.  I'm not sure what causes it but it happened 3 days ago before i cleaned my computer. I checked all the ports inside my computer and its all properly connected. I changed my failing hard drive to ssd and i still got the problem. 

 

Graphics card: R7 260x

Ram: Kingston Hyper X Fury 1600mhz

Processor: i3-4170

Sorry lol, i mean cleaned the dust inside my computer. 

I tried switching back to windows 7 it still gives me lag.

Update: I think there's a problem with my processor. Do you guys think if i change my thermal paste it will somehow reduce the temp of my cpu?
