I NEED A HELP

I'm having a low fps on every game like PUBG GTA V  and i have %50 gpu and %50 cpu usage i do everything guys. everything that i can do updating bios, uninstalling drivers, installing drivers, changing os updating everything i build the system again and nothing changes. and i undertand something on gta v when i go outside of the city my gpu usage is on %100 and i'm getting 80-90 fps and when i see a grass when i'm on the grass my gpu ups to %80 and my fps is 80-90 but when there is no grass and when i'm on the city i'm getting 50 fps and my gpu and cpu usge is arround %50-%40 please help my english is bad 

my system is:

Ryzen 5 1400@ 3.4 Ghz

16 GB Kingston 2133 Mhz SINGLE

MSI B350 PC MATE 

Asus-Dual Turbo GTX 1060 3GB 

600W Thermaltake (there is no model on it it comes with case just says the psu have 600w)

50 fps seems normal for pubg with those specs

in pubg i'm getting 20 fps in gta 5 inside of the city i'm getting 50-40 fps and i see the my pc specs on youtube the guy getting 80-90 fps on city why i'm getting 50 fps on the city ?

and in pubg same system other guy getting 60 fps and i'm having verry low gpu and cpu usage on every game.

Nvidia control panel> 3d settings i think> prefer maximum performance, windows, power settings, performance mode, if it doesnt fix then idk.

Are you you sure you have the same settings as the video?, in GTA 5 turn MSAA completely off, lowering grass quality to high pr medium gives a huge boost in grassy areas too.

Check CPU usage when you're in the cities.

i hit maximum %62 cpu usage gpu usage is is arround %40-50

Is your ram running correctly? Also go into your GeForce Experience and check if your GPU is being seen correctly. Maybe download the game ready drivers.

He also has a 6GB 1060. Turn your texture quality down a little bit.

the problem is solved by changing ram USE DUAL CHANNEL FOR RYZEN thanks for helping me guys! (actually no one helped me)
