L4D2 problems

so the other day I decided to re-install L4D2 on my laptop (http://www.pcworld.com/product/1237951/inspiron-7520.html)(now running windows 8.1). but i can only get 10 FPS max out of it. when I had gotten it and back in the days of windows 8, L4D2 ran fine at close to max. I've re-installed my video drivers and that didn't help at all. can someone please help I want to kill zombies.

This most likely isn't it but it's worth a try. I used to have an issue when I had particles on High. I would have to set it to Low, apply changes, set it back to High and it would play fine.

i tried that it didn't help
